Ashley Hou

General Counsel

Ashley serves as General Counsel to Swingtech on corporate governance, regulatory compliance, government contracting, human resources and complex business transactions.

As a former Senior Executive (SES) at the Small Business Administration’s Office of General Counsel, Ashley brings over 28 years of experience in financial program regulatory and oversight experience. In prior roles, she had legal oversight for 1200 8(a) portfolio firms and as a former Special Assistant U.S. Attorney (SAUSA) for the U.S. District court, District of Maryland, she represented the government on bankruptcy, receivership and foreclosure litigation.

Ashley holds a B.A. in Political Science from The Johns Hopkins University and a J.D. from University of Baltimore Law School. She was also Presidential Management Fellow Class of 1998 and an Excellence in Government Fellow Class of 2011.

She lives in Baltimore County with her family and enjoys volunteering with community organizations and participating in extracurricular activities with her children. She also looks forward to traveling whenever she has free time.
